Creating a policy and procedures

The stable release (including point releases), volatile (including volatile-sloppy) and backports.org all have their goals and rules. Having a common policy which clarifies the interactions and borders of each of them will hopefully increase their use and cooperation. This BOF's goal is to get ideas about what should be included in the common policy and procedures.
